First of all, I suggest WONDER UNDER instead of Heat and Bond, or at least heat and bond LITE.

Use a medium heat setting on the iron, and iron the WonderUnder to the wrong side of the sequin fabric. Lay something under the sequin fabric in case the adhesive from the sequins oozes out...left over WonderUnder paper works great, or the new silicone ironing sheets, or just white paper.

Work gently, because the act of ironing the sequins loosens their own adhesive. Let it cool down between steps.

Then trace your design on the paper side, cut it out and peel off the paper, place on your base fabric, cover with WonderUnder paper backing or white paper, then iron into place, being careful not to heat it up too much, or move the sequins, or fabric out of place.

You will still need to zig-zag stitch the edges down...hence the use of wonderunder instead of the deadly heatandbond.

On the dress: just an A-line dress would be fine. The flared dresses/skirts are cool.
