Probably. It is likely that someone out there will be offended by a non-Native person using their tribe's intellectual property. Don't think it is just because you're non-Native. I know Hopis who consider the Kastina dolls made by non-Hopi Native people to be an infringement on Hopi culture.

Why is it people think: "Hey, its a dead animal skull, what it needs is a layer of pseudo-Native designs painted onto it"? What's up with that? I live in Texas and come tourist season have to backstroke through sea of the painted cow skulls. To me the just don't scream Native American, they cry Hollyweird Indian.
