Plans taking shape for powwow grounds, art market

RAPID CITY, S.D. - Plans are taking shape for a project here that would feature a powwow grounds, living history village and an outdoor market showcasing American Indian art.

The nonprofit Alliance of Tribal Tourism Advocates, which represents all nine Indian tribes in South Dakota, is proposing the project and expects to soon begin looking for land around Rapid City.

Last November, the city council approved an $812,000 request from the group to the build the market and powwow grounds.

"This year, we will be moving forward into finding land and design of the powwow garden and markets," said Daphne Richards Cook, executive director of ATTA.

The city will release the money in 2007 for project construction, she said.

Wyss Associates has been working with the organization on an architectural design.

"It's a place for learning, a place for entrepreneurship, and a great place to develop friends," said Patrick Wyss, a spokesman for the firm.

Michael Stanley, a landscape architect with Wyss Associates, said the group is looking for a site between 6 acres and 8 acres in size.

As proposed, the project would feature a large entrance plaza, a landmark tipi, seating for 5,000 people, and performance stage, said Stanley.

"On the south side of the arena, we have the actual open market," he said.

The permanent structure will house 38 artists and their wares.

A berm surrounding the arena would include native plants that would tie into the living history area of the center, said Stanley.

The living history area is planned as a way for visitors to learn firsthand about Indian culture, officials said.

"It will be a way to teach our children the different cultural preservation pieces, but it will teach the audience that comes into center, too," Richards Cook said.
