Unhappy Hair Fans?? For lack of a better word!

Ok, can anyone tell me, do those "hair fans" for lack of a better word, have a technical name? You know the ones that jingle, fancy an some tradish wear in place of the side plumes?
Here is a pic from the gallery, that one on the left has one...does it have a name, or am I forever going to be calling it a hair fan? lol. (Crap I couldn't upload the pic..here is the link to that pic...hope it works...
Also, how do you assemble them, or does everyone get theirs premade like I see vendors having at the pow wows.
