Feathers too small for dowels

How can one extend feathers which are too small for dowel insertion, such as flickers, small hawks and falcons, etc?
Would the dowel need to be hollowed for the feather and then glued?

I have a set of hornbills which also do not fit any dowel or skewer.

sometimes I get some small hawk feathers and I use very small dowels. Sometimes I hone them down with my belt sander. I've even used round toothpicks on tiny feathers. I've also used drinking straws and glued the quill inside the straw. Sometimes I've had to split the straw , put it over the quill and extension , glue it good and the thread wrap over all of it to hold it all together.

p.s. : I usually use hot glue. I prefer it because if something happens you can heat it up and take it back apart.
