Cheyenne-Arapaho Tribes offer $1B for stolen land

The Cheyenne and Arapaho Tribes of Oklahoma are offering the state of Colorado $1 billion over 10 years for 27 million acres of land the tribes lost.

The tribes filed a claim for the land with the Department of Interior. They are willing to settle for 500 acres near Denver and gaming rights.

As part of the settlement, the tribes want to sign a gaming compact with the state. They will share 21 percent of gross revenues. Gov. Bill Owens opposes any expansion of gaming.

The tribes also want a small parcel of land in Denver to be used for a cultural center and to promote the casino.

Question Isn't it theirs already?

Ok, ok, so let me get this straight. They're gonna pay 1 billion dollars, for land that is technically theirs? And they're trading their clam for of 27,000,000 + acres of land for 500? I'm gonna have to reread the articles once i get more time cuz something doesn't sound right.
