To Emily Cooper, relations between natives and non-natives is a simmering
issue most politicians will not touch because it does not affect them directly.
The 67-year-old resident of North Battleford, Sask., said many of the natives
she knows are excellent workers and community oriented. But, she added,
there remains the common perception they are quick to ask for a handout.
She is particularly upset that those on reserves are given government-built
homes that are repaired or replaced at taxpayer expense when damaged.
"You know, when I look around here, some [of us] would like houses like they
have," Ms. Cooper said. "The house is a nice split-level and it's [often]
demolished. Who wrecks it in the first place?"

She said her west Saskatchewan community has a rapidly growing aboriginal
population, but politicians have limited ideas on how to integrate natives into
broader society.

Ms. Cooper said the issue is not on the national agenda, and she worries that
relations between natives and non-natives will not improve in her lifetime.
"I'm just wondering where it's going to end, how much we have to pay for our
forefathers' mistakes. When the well begins to go dry, what will happen to
them? They think this will go on forever because of some treaty signed back
whenever."
