I have seen the money waving thing occasionally
Even saw a woman doing it during a one on one when she was walking up to the person holding the hat
(she was ndn)

I think its like some monkey see monkey do thing I personally think its in poor taste to wave money around and call attention to yourself " Hey look at me I have Money"

I have seen another sort where they look to the sky then place it down at the feet of the person they are honoring
but this too only occasionally

Bad manners
what can you say

money waving

I was initiated into one of the Kiowa gourd clans. I had never seen the money wave until recently(5 or 6 years). Same with the "line dance", I was taught you really are not supposed to donate if you don't have it, or don't know the person(then the person receiving is supposed to give it away)!! Could it be thirty years from now there will be a whole tale as to why we have this tradition??!! You know, first we "money wave" to mother earth, then to??!! LOL!!
