Larger per capita payments.

A little less socialism would be nice. You need just the right mix of socialism, a large per cap payment, and a little less freebies on the res. If my per cap was large enough, I could join my own fitness center without having the Tribe build one for me, coming out of the per cap payments. I could go to public schools, get Johnson O'Malley, go to public hospitals, have my own healthcare policy, buy my own home, if, my per cap payment was large enough. If I wanted to have a pow wow, I could rent an arena, like some Tribes do, instead of building one, coming out of the per cap payments. Ya just gotta have that right mix. It's alright to take out of per cap to build stuff that makes my per cap bigger, but no freebies. I get no kick out of seeing them have alot of capital improvements, if my per cap isn't larger. I don't see spending monies on things that may be duplications of services already given by someone else. Ya can't have it both ways, having a whole bunch of freebies, and large per cap payments, too, you have to make a choice. For those with per cap. Give me a little less socialism, the right mix, and a big fat per cap payment. For others, maybe they want the Tribal Government to take care of everything for them. Not me, give me my own choices.

Yuck satellite TV, lol had Directv years ago and I didn't like it very much except for the XM channels they gave us for free. They should start running fiber optics to deliver cable TV and good broadband. In fact I think its even part of the "American Recovery and Reinvestment Act" to deliver broadband access to rural and remote locations. It should also be offered at cost (meaning you would only pay the company what it cost them to provide the service which is usually only pennies on the dollar) for those who live on the rezs.

If they did it would allow the people who live there to work from home doing e-commerce and data processing for other companies. This would then lead to people starting their own businesses. With new business would come major income which will lead to an improved quality of life.

In fact I once had to write a paper for a race and ethnicity course on crime and race issues and I proposed in the paper that if major corporations (e.x. Microsoft) put their customer service base on reservations instead of outsourcing them to India, China etc... then they could still save money, because most of those jobs pay around minimum wage. Now what this does is it allows people to get not only but job experience but valuable computer training for free, which is crucial to today's world. Once people gain that experience they can then start moving up to management positions within customer support or even within the parent company and then ultimatley leave to create their own companies. Thats is one way that a rez can develop a successful economy thats not based on destructive operations, ex. strip mining for natural resources. Renewable energy production is another option; a couple of wind farms, especially in the north Mid-west, are non-destructive, save for the 250 foot tower clusters.

The simple part is doing something like running a fiber optic line. It doesn't necessarily have to be run to each house but at least to a community center with a computer lab. What complicates this is that necessary evil known simply as money. Problem is that the cable and phone companies don't like to run new cables and install new network hardware to areas that have populations that are not concentrated. What I mean is that in a city the populations are densly packed therefore there could be 10,000+ customers in a neighborhood. In a rural area you may only have a few houses and then a mile or two till the next house, which means they have to run a lot of cable very long distances to supply service to a single customer.

So basically infrastructure would can make rez life better (maybe, can't know untill its tested)

Side note: If you want I can make a post describing an interesting new method for wired broadband transmission that would be available to just about everyone.

That sounds like a real winning idea. I'm not a hi-tech sort of guy, but it sounds good to me. It would be a place to put some of those excess casino profits, and get monies from the Feds also, while diversifying, and getting lots of fairly good jobs. They'd have the added advantage of not having those guys with the crazy accents that you can barely understand. It's a way to diversify their economies and get away from the one basket casino economies. To many of these Tribes, to diversify means to build a bigger casino, or luxury Hotel, at a different location. It's still tourism/recreation. Then they want to get into things like manufacturing, or farming, that the experts have already failed at, thinking they have that specail twang that will make it work, when they couldn't. I have no problem with investing in things that give a big return, investing in Tribal infrastructure is as important as investing in the U.S. infrastructure, probably more. It probably beats all these investments in community centers, parks, rec. areas, fitness centers, etc., once you get income, tax base, and a need, you can have the other things, and make money off from those things too, or have them supported by local taxes, if there is a need, just like in other places. An added bonus is that there are funds available thru the stimulus.

I don't live on the res., grew up there. Where I live now, I wish that we had some of those things, parks, boat launch, community center, fitness center, etc., but I know our community doesn't have the real need for such stuff, and we don't have the tax base to support such stuff. We all complain enough now about the taxes we pay to support things, like fire, police, schools, etc. We can hardly afford more. We could probably use a few industries here, to pay taxes, to help support such things, as well as provide jobs.

I'm gonna put in a suggestion at work to deliver Verizon Fios to every rez. I know another tech who did an installation in a hippie commune in Malibu. Run a power cord and Cat5 up into a tree, put a plastic bucket upside down and stuck the router in there! Every hippie had wireless signal. Talking about rezzed out!!!

It would be nice to run fiber optics to at least the agency. It could be installed at Tribal colleges. 25 Meg down and 25 Meg up is pretty damn fast!

Digital TV transition was only required for full power broadcast stations (ex. NBC10 in Philly), though small stations will have to comply sooner or later, so you are probably safe for now, but if you have a dish or cable then you're safe.

Dude, that reminds me of my kids. They actually knew from when they were kids when I got paid. They also knew when my monthly travel expenses came in. I tried telling my son that I was broke and inbetween paycheques. He said "Shouldn't your travel expense be in within the next two days." I tell you, kids don't miss anything.
