Should we feel sorry for VAC staffers that breach confidentiality?

In recent weeks, up here in Canada we've seen enormous breaches in confidentiality with respect to veteran's medical information. Pat Strogan (Col, ret'd) has had his medical file disseminated throughout the department while he was the Veteran's Ombudsman. Sean Bruyea's file was looked into and included in a briefing note to the minister for an upcoming meeting with the Minister. Other vets have accessed their files through FOI requests only to find they too have had non-medical VAC personnel accessing their files.

Now staffer fear they will be made scapegoats... should we feel sorry for them? Or should they be held to a higher standing owing to the fiduciary duty to all veterans? Should VAC be revamped? Story here

When you read headlines like these.. they make you wonder who exactly they are helping out...

All of a sudden I'm not feeling too sympathetic to the civil serpents bleating about being made scapegoats (see what I did there? lol)
