Nations 4 Poorest Counties in South Dakota

A buddy of mine from the Rapid City Area sent this over to me this weekend.

Of the 10 poorest counties in the Nation, 4 of them are in South Dakota. Not a big shocker right? Well as Steve Harvey would say, here the Rest of the story.

According to wikipedia, and the 2000 census:

In Ziebach County there were 2,519 people, 741 households, and 594 families residing in the county. The population density was 1.3 people per square mile (0.5/km≤). There were 879 housing units at an average density of 0.4 per square mile (0.2/km≤). The racial makeup of the county was 72.29% Native American, 26.40% White, 0.08% Asian, 0.12% from other races, and 1.11% from two or more races. 0.99% of the population were Hispanic or Latino of any race.

The median income for a household in the county was $18,063, and the median income for a family was $18,672. Males had a median income of $19,038 versus $21,167 for females. The per capita income for the county was $7,463. About 45.20% of families and 49.90% of the population were below the poverty line, including 61.10% of those under age 18 and 27.20% of those age 65 or over. In 2009, it was one of 17 counties in the United States where half of all children live in poverty.

Almost the entire county lies within the Cheyenne River Indian Reservation. The rest of the county lies within the Standing Rock Indian Reservation.


In Corson County, the racial makeup of the county was 80% Native American, 37.19% White, 0.10% Black or African American, 0.05% Asian, 0.22% from other races, and 1.65% from two or more races. 2.13% of the population were Hispanic or Latino of any race. 27.3% were of German ancestry.

The median income for a household in the county was $20,654, and the median income for a family was $23,889. Males had a median income of $22,717 versus $19,609 for females. The per capita income for the county was $8,615. About 32.80% of families and 41.00% of the population were below the poverty line, including 48.60% of those under age 18 and 32.70% of those age 65 or over. In Shannon County there were 12,466 people, 2,785 households, and 2,353 families residing in the county. The population density was 6 people per square mile (2/km≤). There were 3,123 housing units at an average density of 2 per square mile (1/km≤). The racial makeup of the county was 4.51% White, 0.08% Black or African American, 94.20% Native American, 0.02% Asian, 0.05% Pacific Islander, 0.22% from other races, and 0.91% from two or more races. Hispanic or Latino of any race were 1.42% of the population.

The median income for a household in the county was $20,916, and the median income for a family was $20,897. Males had a median income of $25,170 versus $22,594 for females. The per capita income for the county was $6,286. About 45.10% of families and 52.30% of the population were below the poverty line, including 60.80% of those under age 18 and 36.00% of those age 65 or over.

In Todd County there were 9,050 people, 2,462 households, and 1,917 families residing in the county. The population density was 6 people per square mile (3/km≤). There were 2,766 housing units at an average density of 2 per square mile (1/km≤). The racial makeup of the county was 85.60% Native American, 12.57% White, 0.09% Black or African American, 0.14% Asian, 0.21% from other races, and 1.38% from two or more races. 1.52% of the population were Hispanic or Latino of any race.

The median income for a household in the county was $20,035, and the median income for a family was $19,533. Males had a median income of $20,993 as opposed to $21,449 for females. The per capita income for the county was $7,714. About 44.00% of families and 48.30% of the population were below the poverty line, including 57.60% of those under age 18 and 33.50% of those age 65 or over. The county's per-capita income makes it one of the poorest counties in the United States

Shannon County, South Dakota is very poor, part of the Pine Ridge Rez.

Straight south of Shannon Co. across the Nebraska state line is Pine Ridge, Nebraska and White Clay where all the liquor stores and bars are.

THE BATTLE FOR WHITE CLAY

About Whiteclay, Nebraska

Whiteclay is an unincorporated village of 14 people in northwest Nebraska bordering the Pine Ridge Indian Reservation, home to the Oglala Lakota (also known as the Oglala Sioux Tribe). The Pine Ridge lies almost entirely in South Dakota.

Whiteclay lies on disputed land, merely 200 feet from the official reservation border, and less than 2 miles from the center of Pine Ridge, South Dakota, the largest town on the reservation.

The number of people living on the Pine Ridge has long been controversial. The 2000 census reports 15,521 residents, but in 2005 the U.S. Department of Housing and Urban Development (HUD) revised the figure to 28,000. The Oglala Sioux tribal government maintains that the true population of the Pine Ridge is around 40,000.

Sale and possession of alcoholic beverages on the Pine Ridge is prohibited under tribal law. Except for a brief experiment with on-reservation liquor sales in the early 1970s, this prohibition has been in effect since the reservation lands were created.

Whiteclay has four off-sale beer stores licensed by the State of Nebraska which sell the equivalent of 4.5 million 12-ounce cans of beer annually (12,500 cans per day), mostly to the Oglalas living on the Pine Ridge.

A Brief History of Whiteclay

In 1882 U.S. President Chester A. Arthur decreed a fifty-square-mile buffer zone in Nebraska south of the Pine Ridge Agency in South Dakota at the urging of the U.S. Indian Agent and Oglala Lakota elders, for the protection of reservation residents from illegal whiskey peddlers operating in this area.

In 1889, and again in 1890, the U.S. Congress enacted legislation incorporating this buffer zone, known as the White Clay Extension, into the boundaries of the reservation. This land was designated by Congress to remain a part of the reservation until such time as its protective function is no longer needed.

In 1904 President Theodore Roosevelt by executive order placed 49 of the 50 square miles of the White Clay Extension into the public domain, precipitating a land grab by white settlers, without representing that the original need for the buffer zone had ceased to exist. These acts were carried out over protests by Oglala Lakota elders, the Indian Agent and other concerned white residents of the area that the need indeed remained.

Illegal sales of alcohol to Pine Ridge residents continued until the mid-1950s through unlicensed commercial establishments (bootleggers) operating in the unincorporated village of Whiteclay, Nebraska, which lies on the White Clay Extension at the border of the reservation and within easy walking distance of the reservationís largest town.

In the mid-1950s the State of Nebraska licensed two bars in Whiteclay to permit on-sale consumption of alcohol. The bars became notorious for the violence which occurred on their premises. In the early 1970s the owners converted their licenses to off-sale beer only. Officials quickly added two additional off-sale beer licenses in Whiteclay.
Since the early 1970s the State of Nebraska has licensed four off-sale beer retailers in Whiteclay. These retailers routinely violate Nebraska liquor law by selling beer to minors and intoxicated persons, knowingly selling to bootleggers who resell the beer on the reservation, permitting on-premise consumption of beer in violation of restrictions placed on off-sale-only licenses, and exchanging beer for sexual favors.

The vast majority of those who purchase beer in Whiteclay have in fact no legal place to consume it, since possession and consumption of alcoholic beverages on the Pine Ridge Reservation remain illegal under tribal law.
