Fostering a Native American child

Hello! I am a non-Native providing foster care for a Native American infant. I would like to keep him involved in his culture and have asked the case worker what I could do to do so. She spoke with the baby's mother who said she would like for him to attend a Powwow this summer. I realize having a Native child placed in a non-Native home is very offensive to some people, and I do not want to cause any problems by bringing him, but I would really like for him to experience his culture, even though yes he is too young to understand now, I feel like introducing him to his roots now would only benefit him. Does anyone have any advice or experience? Unfortunately having him attend any event with only his biological family is not a possibility right now, so if he is going to go I would have to be the one to bring him.

They keep me very much in the dark with his case, but as of right now I am told no. The baby's father is still undetermined and the baby's mother does have a small family, but it sounds like there has been a horrible cycle of abuse and drug use in the family (at least in the family members that have been found) so they can't release baby to them. His case is opened with the Tribe, but the Tribe is letting the County run the case still, I'm assuming this is why baby is still placed with me.

You know wyo , Eyes and I certified for ICWA with the C/A's , had a home study , inspection and all. Not much demand here in BFE KS. !

Central Minnesota.

When Baby was placed with us at birth (through the county) we were told it would only be for a day or two until the tribe became involved and found a good placement for him, that was over 3 months ago now.

That surprises me. I thought only Kansas thumbed their noses at ICWA ! The folks we talked with at the State Foster Program had no clue how ICWA works and had no idea how to even approach it ! Eyes got mad as heck at them ! That's when we went to the C/A , now it's just a distance from the tribe thing.

Well, good for you and Eyes, WD, for getting certified, etc.... We are desperately short of foster home here on the Wind River Rez. Maybe that's the case with Minnesota too. Or ignorance, as well, from the state agencies.

But I guess every tribe has it's own ways, and every state as well. Our rez has individual programs that deal with the ICWA.

And I'm finding it hard to believe that it's kind of an issue to attend a powwow with a 3 - 7 month old infant...almost too small to feed them frybread even. Just don't let the baby get too much dust, wind, or cold. A stroller, or an infant carrier is appropriate at most powwows. SPECTATING only is probably a good idea.

What else you can do...meanwhile....buy a native baby blanket. I don't know much about tribes over there, but I'm sure an authentic dreamcatcher couldn't hurt. Native flute music would probably be nice to put the baby to sleep - I know it puts me to sleep.

Powwow music or other native music could be played in the home. Pendleton makes a very nice hooded towel for babies. I'm sure there's a native grandma out there somewhere (extended family included) that would like to visit..even at the powwow.

Maybe you should contact the tribal ICWA yourselves...just a thought....

Thank you for all the ideas. He does have supervised visitation once a month with his maternal Grandma, she sent a small plastic beaded-type dream catcher that we have hung over his crib.

Any idea where I could find a native baby blanket? Maybe an online store or something? I will also look into the hooded towel and see what I can find for music for him.

I have no idea how to be in contact with the tribal ICWA, or even what tribe he is a part of, actually. I know the first names of the his birth mother and his maternal grandma, but that's all the information I have despite my never-ending questions to the social worker.

I really am trying here.

At least you're trying. Maybe you can buy some CD's of pow wow or flute music in the meantime instead of taking him to a pow wow. Or compile a playlist on Youtube of pow wow songs and dance styles.

Good luck! My husband and I wanted to adopt 9 years ago. Then our daughter came along and surprised the heck out of us. I want to try adoption again, but husband said we're fine.

OP, You could ask the maternal gma when she comes. And don't try so hard that it's a strain. Native stuff should be relaxed, not forced.

The Pendleton baby towel is nice, but at a VERY nice price...mean VERY expensive. The best place to find a baby blanket..at a powwow. LOL Well..powwows around here anyway.

Sounds like something i would like to do one day. Adopted. I would say start off with his tribe. Educate your self so you can educate him. The drum gives off the first sound we hear. =)
