As to "who can year wear a war bonnet?" : anyone with $$$ in their pocket...do a google search....plenty of natives selling them...I've seen them for sale (along with jingle dresses, full regalia....) for sale (to anyone with $) at powwows.
You can even buy a real one with eagle feathers if you have the cash and know where to look.

Do you powwow a lot? All over the country?

yeah i forgot......usually when i think of east coast powwows i think of the circus act in pennsylvania,jersey,maryland, florida ect ect ect

i would love to someday go to a powwow with smoke dancing and eastern war dance

Upstate NY has some good ones like Salamanca and Akwesasne, especially if you want to see Smoke Dance. Schemitzun is big on the Eastern War Dance.
