    Nationwide call for Program Advisor, YouthBuild USA Rural and Tribal Development

    Overview: YouthBuild USA is seeking consultants to work with Native American and tribal youth and community development programs across the United States to help them achieve maximum impact and long-term sustainability. Interested individuals must have experience with Native American youth development, community development, working with tribal governments and entities, organizational development, program management and evaluation, and effective communication and facilitation skills. In addition, YouthBuild USA is seeking consultants with extensive experience addressing community economic development issues in tribal areas.

    Availability for part-time contracted work and travel in the United States is required. Specific knowledge about criminal justice, curriculum design, strategic planning, career development and secondary alternative education is a plus.
    YouthBuild USA:
    YouthBuild USA is the national support center for an expanding network of over 200 organizations implementing YouthBuild programs in their local areas. YouthBuild USA provides technical assistance, training, publications, grants and loans, leadership opportunities, quality assurance systems and advocacy to benefit these programs. In YouthBuild programs, unemployed and undereducated young people ages 16-24 work toward their GED or high school diploma while learning job skills by building affordable housing for homeless and low-income people.     YouthBuild USA Rural and Tribal Development Initiative:

    Working in collaboration with YouthBuild programs, young people, and other regional stakeholders, YouthBuild USA aims to serve as a change agent seeking to strengthen community responses, expanding opportunities, and ultimately impacting rural policy by responding to the needs and dreams of low-income rural young people.

    YouthBuild USA established the Rural and Tribal Initiative (YBRTI) in 1999 to support and strengthen the operating capacity and sustainability of rural and tribal YouthBuild programs. The YBRTI pursues strategies that assist low-income, rural youth and program operators to engage and overcome the barriers to their personal and economic development that are unique to rural communities. The YBRTI has four goals:
    • To support the development of active, rural, young leaders;
    • To reinforce youth development as an integral part of community sustainability;
    • To strengthen the program capacity of existing rural YouthBuild sites;
    • To impact broader rural policy with particular emphasis in the Mississippi Delta; Appalachia, borderland/colonias regions, and tribal-serving areas.
    • To encourage the development of new programs, particularly on tribal lands or those serving tribal youth.
    At present, there are approximately 61 YouthBuild programs operating throughout rural America.
    Basic Description:
    Program Advisors work with a team of consultants and YouthBuild USA staff to provide support to a cluster of rural programs within the larger YouthBuild USA network. Program Advisor’s responsibilities with each site include:
    * Assessment of site needs;
    * Development of strategy for technical assistance including programmatic content, organizational development, building community collaborations;
    * Provision of timely and relevant training and assistance;
    * Coordination of additional resources within YouthBuild USA and in the local community;
    * Evaluation of impact of technical assistance services;
    * Oversight of technical assistance services to sites within the requirements of Youth Build USA’s frameworks, standards, outcomes and funders.

    Technical assistance may be provided in a wide range of topics that can include but is not limited to: Fundraising and sustainability, economic development, career pathways development, affordable housing development, community partnership building and asset mapping, education and curriculum design, staffing and management, outcomes and program evaluation, board development, strategic planning, youth development and leadership.
    Essential Qualifications:
    * Strong knowledge of youth, community economic development, and organizational development issues;
    * Experience working with rural and tribal communities and developing community-wide collaborations;
    * Experience as a nonprofit consultant or relevant management experience;
    * Background in training and facilitation;
    * Knowledge of organizational systems;
    * Ability to travel within the U.S and valid drivers license.

    Preferred Skills and Experience:
    * Experience with criminal justice policy
    * Familiarity with rural policy issues and capacity building needs of rural organizations
    * Effective negotiation, mediation and facilitation skills;
    * Strong written and verbal communication skills;
    * Ability to work collaboratively with a diverse team.

    Work is strictly on a contractual basis and some travel is required.
