A federal appeals court has upheld a judge's dismissal of a lawsuit challenging the constitutionality of special Maricopa County court probation programs for Spanish-speakers and American Indians convicted of drunken driving.
The suit filed by Maricopa County Attorney Andrew Thomas argued that the special courts essentially are segregated, in violation of the 14th Amendment to the U.S. Constitution.
