I'd go with something like this where you don't give all your money to drums that place. It would be nice to leave some extra money as an honorarium for drums that don't place. Just to help cover their travel expenses and food and what not. Maybe the $750 that is left over from my scheme above is too much. It all depends on how many drums you expect to show up. You should get a feel for that and then decide on how much you should leave to divide up among non-placing drums. Looking at your location I don't think that you'll have an overwhelming number of drums so I think the idea of having money for non-placing drums is feasible.
I have several options you may want to look into....
1)
I think KB has a very good point here. I'm not sure how well this would work (or even if it would come back to bite you in the butt), but I've seen on some fliers where people would just put the total amount of contest money available. I'm not saying that I agree with this, but only another option.
2)
Putting on a Pow Wow for the first time can be mind boggling...want to make all the right decisions the first time and appease everyone. Now, let me go back to KB's suggestion. If you post $1,500...$1,000...&...$750..., yes, you have money left over and you could use that towards other drums who show up and don't place. If there are a good number of drums who show that don't place, you could also have a couple of blanket dances to help add to the extra $750 in the drum pot and then split everything (left overs and blankets) amongst other drums not placing. I think something in the neighborhood of $200 and $250 is not bad for drums who do not place. But again, that is something you are gonna have to feel out when the time comes.
3)
Another alternative, providing no one else shows, you can always give those drums who do show up more than they expect. Just split it up to be fair...but then again, this is your money, not mine...so you could break it up however you wanted to.
4)
And yet, another option, possibly use it towards a Golden Age Division in the dance contest (that is you have the authority to use it elsewhere other than drums) because so many pow wows around here do not have the Golden Age Category.

And if all that fails, you could have a special contest for the drums like a hand-drum contest.
And I think I'm gonna stop there. Five options from these fingers are enough to chew on.
LSS, you really did a good job on these suggestions :) . I can tell that your thinking cap was on and smoking through the whole process.
However, I agree with you. Be fair about the whole process and everything will be alright. You cannot please everyone, especially when it comes to money, but as long as you are fair everything will be fine :D .
