Lil Girls Regalia

I was wondering if someone can tell me who I can contact to make my 2 girls a fancy shawl regalia. I have been looking for someone for a long time now and can't find anyone. I don't know how to use a sewing machine so I wouldn't know where to start. So if someone can let me know I will pay them to do it for my girls. Thanks
