fancy shawl leggings

Dear Folks..........I am right in the middle of building a fancy shawl set for my teenage daughter. The yoke is done. Does anyone any hints on how to put together the leggings?

It seems as though the material of choice to bead on is the crib liner. I know that you can find it at a Meijer store. Or, you might just want to do layers of fabric and paper (that's what a friend of mine has done)
