need help on the head piece thing for jingle dress.

somebody wanted me to bead for a little girl and she wanted me to make that thing that goez across your head for jingle dresserz but i have no idea where to start
i know how to do the beadwork but i dont know how to do the back of it.

how to attach the backing or the thing to hold it in place (like barrettes)? To hold in place, I use one-sided velcro and use those clippy barrettes to secure it, but if you want extra security you could attach the ties at the end and tie underneath your hair.
