I have heard a few elders talk about this from time to time and the general consensus is an overwhelming "no". -

Depends on where you are and who the m.c. is....
If it is Jerry Dearly, he will castigate you for nothing even if you have sundanced umpteen times and did giveaway, etcs.
Other places like Rosebud, they do not care and whistles blown all the time on a good song.
