About the beaded hoops - YES. I have made some with buckskin backing.
About the two needle beading. I usually put some beads on the top thread, wrap the thread around my pinky to hold it taut, and then take the beads down - every 2 for outlines, every 3 for fill-ins.
If it's a short line, you can put all the beads on for that row...and if you miscalculate, then you can pull the needle back thru and put on more. If you need one less, it's probably better to break it with pliers.
If you do put them all on, you just need to calculate a little bit of room for each tacking stitch.
